DESCRIPTION:
This is a good opportunity to gain Firefighter Training and Experience.

Under general supervision, performs daily work assignments for the Code Enforcement Division of the Alamogordo Fire Department, in accordance with the Employee Manual, Department Rules and Regulations, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS:
Essential Duties (Code Enforcement)

  • General code enforcement responsibility that is necessary for the health and good order of the community including responding to identified code enforcement violations, documenting violations, taking photographs, making diagrams, preparing bills, and completing reports;
  • Meets with owners, tenants, etc. to review and explain code requirements and violations or potential violations; enforces code compliance;
  • Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, media releases, and reports relating to code enforcement issues and actions;
  • Maintains a variety of logs and records related to inspection and enforcement activities;
  • Prepares quotes and invoices for code abatement; maintains cost sheets for work completed and equipment costs for equipment utilized;
  • Abates property using a riding lawn mower, push lawn mower, weed eater, blower, chain saw and other mechanical equipment and hand tools as required;
  • Regularly operates a motor vehicle and hauls trailers; loads and unloads debris and trash;
  • Trim bushes, trees, flowering plants and other decorative plants on a regular basis;
  • Remove and dispose of trash and debris from properties including landscaping debris and household trash;
  • Regular use of cell phones, computers, database systems, and communications radios;
  • Maintain weed control by picking, cutting and/or the use of herbicides;
  • Assist in the removal of graffiti using chemicals and other methods;
  • Performs routine maintenance of equipment and tools; keeps organized and in operable condition;
  • Responds to and conducts abatements of any and all violations of City ordinances in a professional and legal manner;
  • Assist with janitorial duties including, but not limited to stripping floors, cleaning appliances, waxing floors, removing trash and debris, using cleaning chemicals and cleaning bathroom and kitchen facilities;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Provide excellent customer service and ensure high operational and service standards for the citizens of Alamogordo; and
  • Perform duties according to City of Alamogordo Ordinances, Safety Policy and Departmental Policies and Procedures.
Essential Duties (Fire Department)
  • Respond to alarms and perform fire suppression, fire protection, extrication and rescue duties, including firefighting, ventilation, salvage work, and utilizing various methods and tools including but not limited to: hose lines, nozzles, ladders, power tools, and extinguishers;
  • Respond to incidents involving technical or specialized rescue and mitigation operations including hazardous materials incident response, airport rescue firefighting incident response, technical rescue incident response, and natural disasters;
  • Drive and operate fire apparatus and fire equipment in a safe manner, and in accordance with department policies;
  • Conduct training with department personnel, surrounding department personnel, other agency employees, and the public;
  • Conduct fire inspections, fire prevention programs, fire protection equipment training, and educational and informational programs through the media, schools, civic groups, businesses, and the general public;
  • Inspect, inventory, and maintain the condition of fire equipment, apparatus, station,and grounds including but not limited to: equipment servicing, minor repairs, extensive clean up, painting, yard work, and other general facility maintenance;
  • Assist in performing scheduled testing of the city's fire hydrants, fire hoses, pumping equipment, ladders, self-contained breathing apparatus, cascade system, air monitoring equipment, gas detectors and department vehicles, etc;
  • Assist in investigations of fire scenes to determine origin, cause, and damage caused by fire;
  • Record, prepare, and file required reports on all fire department incidents, inspections, code violations, and origin and cause reports;
  • Assist in maintaining and recording fire records and associated documents, including firefighter training, equipment maintenance, fire hydrant flow rates, fire inspections, public education on fire prevention, comprehensive reports documenting the situation at the scene, orders received, and other information deemed pertinent;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Interact professionally and provide excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
  • Perform duties according to City of Alamogordo Ordinances and departmental Policies and Procedures.
OTHER IMPORTANT DUTIES
  • Responds to emergency calls during and outside of normal work hours, as required; and
  • Performs such other duties as may be assigned

ESSENTIAL DUTIES:
RECRUITMENT QUALIFICATIONS 
  • High school graduation or its equivalent;
  • Experience using lawn maintenance equipment such as riding lawn mowers, weed eaters, chain saws and blowers;
  • Experience handling hazardous chemicals in a safe environment;
  • Computer experience, and working in an office environment;
  • Valid New Mexico driver's license with a good driving record acceptable to the City of Alamogordo and it's insurance carrier;
  • Obtain and maintain a Class E driver's license upon successful completion of the Alamogordo Academy; or
  • Any equivalent combination of education, training or experience that demonstrates a minimal level of firefighting knowledge sufficient for emergency response.
Other Requirements:
  • Must be a United States citizen, or legal permanent resident;
  • Must be at least 18 years of age;
  • Must successfully pass firefighting physical agility testing;
  • Must successfully pass written testing, only if the applicant does not possess the Hazmat Awareness and Operations certification that exhibits the International Fire Service accreditation Congress (IFSAC) seal, and the Firefighter I certification that exhibits the International Fire Service Accreditation Congress (IFSAC) seal;
  • Medical exam and drug screening test that meet physical requirements set forth by NFPA 1582 guidelines;
  • Pass a thorough background investigation; and
  • Must not have any felony convictions, domestic violence or DWI convictions, or any other convictions for crimes indicating lack of character or moral turpitude.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:  
  • Code Enforcement principles, practices and methods as applicable to a municipal setting;
  • Working knowledge of applicable laws, standards and regulations relating to code enforcement;
  • Working knowledge of inspection techniques;
  • Building Codes;
  • Fire Codes;
  • Fire sprinkler and alarm systems;
  • Current firefighting tactics and strategies;
  • Department policies and procedures;
  • City geography;
  • City and County response routes, procedures, and practice;
  • Fire hazards and firefighting resources, such as personnel, equipment, water supply and communication;
  • Incident management sufficient to perform basic incident command until relieved;
  • Technical skills including safety, fitness, firefighting, EMS, and special operations;
  • Grounds maintenance methods including using equipment to cut and remove grass, weeds, brush and other plants;
  • Routine maintenance procedures on grounds maintenance equipment;
  • Herbicide and pesticides, and how to safely administer them;
  • Standards of cleanliness for public and private property areas regarding vegetation and trash; and
  • Graffiti removal by several different methods.
 Skill/Ability to: 
  • Operate personal computer, copier, fax machine, including word processing and database software;

  • Prepare, organize and maintain inspection field data, reports and systems;

  • Demonstrate proficiency in both oral and written communication;

  • Maintain appropriate necessary certifications, and a valid New Mexico driver's license applicable to the job responsibilities, and a good driving record;

  • Perform heavy grounds maintenance labor including the ability to climb ladders;
  • Use large heavy grounds maintenance equipment in a safe manner including, but not limited to riding lawn mowers, push lawn mowers, weed eaters, chain saws and blowers;
  • Walk for long periods of time while picking up items such as trash and debris off the ground;
  • Use chemicals and other materials in a safe manner;
  • Operate janitorial equipment such as, but not limited to a floor stripper;
  • Efficiently complete assigned tasks with little oversight; and
  • Work independently or in a team environment depending on the situation.
WORK ENVIRONMENT:
  • While performing the duties of this job, the employee will work in outside, inclement weather conditions;
  • Occasionally works in precarious places and may be exposed to wet and/or humid conditions;
  • Must be able to lift 70 pounds and maneuver while lifting items; kneel or crouch for extended periods of time and be able to move arms in a continuous up and down manner, and be able to stand for long periods of time;
  • Must be able to move large objects in and out of units, storage units, trailers, trucks and garages;
  • While performing the duties of this job, the employee is occasionally required to stand, walk, talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms;
  • This position requires heavy physical labor to be performed mostly in an outdoor environment; must be physically able to perform heavy physical labor on a daily basis;
  • Some indoor work is required and may be done in buildings without climate control;
  • The noise level in the work environment is usually quiet in the office, and moderate to loud in the field;
  • Possible exposure to hazardous chemicals, skin irritants, fumes, solvents and animal and/or human waste;
  • Will travel over uneven or undeveloped terrain;
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus;
  • Turning and bending neck;
  • The use of personal protective equipment (PPE) appropriate for job assignments;
  • Position requires protective footwear, clearly marked by manufacturer, with a minimum standard of M/F I/75/C/75 per ASTM F2413-11 or comparable standard, and
  • Safely operating apparatus and other equipment in all traffic conditions.
