Description

Under general supervision, performs daily work assignments for the Civic Center Division of the Community Services Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

Recruitment Qualifications

Required:

  • Must be at least 21 years of age;
  • High School Diploma or GED equivalent;
  • Three (3) years of experience in maintaining a facility and grounds;
  • Administrative experience in an office/business environment that includes cash handling;
  • One (1) year of supervisory experience;
  • Valid New Mexico Alcohol Server Permit or the ability to obtain within 45 days from date of hire;
  • Valid New Mexico Driver’s License with a driving record acceptable to the City of Alamogordo (valid out-of-state license may be considered);
  • Or, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Desired: 
  • Experience in event planning and/or coordinating large group activities.

Essential Duties

  • Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
  • Conducts employee evaluations, introductory and annual; makes recommendations for hiring and releasing employees; 
  • Initiates and administers corrective action, as necessary, according to the Employee Manual;
  • Mentors employees to full potential and ensures appropriate training is given to meet the standards of the position held;
  • Conducts daily inspections of the Civic Center facility and fixtures (inside and out), including grounds, parking lot, and any other associated areas, to ensure that established standards of safety are maintained;
  • Identifies any areas of the facility and/or fixtures in need of maintenance or cleaning and ensures that the tasks are completed in a timely manner by direct-report staff or community service workers. Daily maintenance may include, but is not limited to, floor care, dusting, mopping, stripping, waxing, buffing, vacuuming, and cleaning restrooms, kitchen, and offices; assists in the completion of these duties, as necessary;
  • Identifies any areas of the facility and/or fixtures in need of repair and ensures that the tasks are completed in a timely manner by direct-report staff or community service workers. Repairs may include, but is not limited to, carpentry work, painting, wall repair, minor remodeling, assembling and/or repairing equipment; assists in the completion of these duties, as necessary;
  • Identifies any areas of the Civic Center grounds in need of maintenance or cleaning and ensures that the tasks are completed in a timely manner by direct-report staff, community service workers, or in partnership with the Parks Division of the Community Services Department. Grounds maintenance may include, but is not limited to, mowing, edging, pulling weeds, maintaining healthy flowers, shrubs, and brush, and applying non-restricted pesticides to grounds, as needed. Cleaning may include picking up and disposing of trash, cleaning ash trays, and discarding cigarette butts and waste; assists in the completion of these duties, as necessary;
  • Establishes and maintains the master event calendar for activities and events occurring at the Civic Center utilizing Recreation Management software. This includes scheduling the usage of the Civic Center conference rooms, main hall, kitchen, and parking lot, as well as any special events that require Civic Center resources at other City venues;
  • Greets organizations, user groups, and the public, both in person and by phone, to field questions, schedule, and coordinate activities and events at the Civic Center. This includes scheduling the event on the master calendar utilizing Recreation Management software, completing necessary contracts and paperwork for each reservation, collecting deposits and payments for the event, writing receipts, and ensuring that all money is stored securely until its timely deposit;
  • Maintains open, effective, and professional communication with Civic Center clients to help foster a positive outcome of their scheduled event;
  • Oversees preparation of the Civic Center facility for scheduled activities and events by directing and/or assisting in the setting up of tables, chairs, stage, etc.; directs and/or assists in the tearing down the same and cleaning up at the conclusion of activities and events; may also direct and/or assist in the performance of these tasks at other City venues, as directed by the Special Events Manager;
  • May operate the sound board and ensures appropriate lighting for activities and events occurring at the Civic Center;
  • Maintains an inventory of tools, equipment, and cleaning supplies; completes the electronic requisition to replenish or replace such items following the City’s purchasing guidelines; makes purchases with approved purchase orders;
  • Keeps the Special Events Manager abreast of any and all activities that require alcoholic beverage service at the Civic Center;
  • Adheres to all New Mexico Liquor Laws;
  • Coordinates with the Special Events Manager to ensure that a qualified employee is assigned to serve as a monitor at all events where alcohol is requested to be served;
  • Works with the Special Events Manager to establish and maintain beverage service inventory (alcohol and bar-related products and supplies), following the City’s purchasing guidelines; makes purchases with approved purchase orders;
  • Performs the duties of a beverage server, as needed;
  • Meets with the Special Events Manager at least once a week to discuss the overall condition of the facility, the event calendar, staffing needs for upcoming scheduled activities and events, maintenance and cleaning inventory, and any other matters relating to the Civic Center and/or events at other City venues that involve Civic Center staff;
  • For budget purposes, provides input to the Special Events Manager regarding staffing, equipment, supplies, etc.;
  • Performs various office duties such as answering the phone, filing, computer work, preparing reports and maintenance logs, as directed;
  • Opens and secures building; performs or directs flag detail and the maintenance of the Civic Center marquee;
  • Ensures the regular maintenance, service, and repair of City vehicles assigned to the Civic Center;
  • Administers paperwork for community service workers;
  • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
  • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
OTHER IMPORTANT DUTIES
  • Assists the Special Events Manager in the coordination and execution of community-wide special events, festivals, athletic competitions, and other tourism related events, as directed;
  • Will be required to work outside normal business hours to include nights, weekends, and split shifts; and
  • Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:  
  • Facility maintenance and repair techniques including the safe and effective use and maintenance of hand tools and other light equipment used to perform duties;
  • Safe and effective use of cleaning equipment and cleaning products, including the proper use of chemicals to prevent hazards;
  • Basic landscaping techniques and safe use of non-restricted pesticides;
  • New Mexico Liquor Laws;
  • Commonly used concepts, practices, and procedures within the liquor serving industry;
  • Policy and standards required by the New Mexico Department of Health and other State and Federal guidelines set forth concerning alcoholic beverage service;
  • Effective customer service techniques;
  • Event planning and coordination of facilities, staff, and resources;
  • Standard office operations, including administrative functions such as answering multi-line phones, filing, compiling reports and maintaining logs;
  • Budget, purchasing, and inventory techniques;
  • Cash handling standards and procedures including accepting money, secure keeping, making change, writing receipts, balancing a cash drawer, and preparing and making deposits; and
  • City of Alamogordo policies and procedures.
Skill/Ability to:
  • Demonstrate proficiency in both oral and written communication, including giving and receiving instructions;
  • Operate standard maintenance, landscaping, and cleaning equipment safely;
  • Tolerate outside working conditions, including exposure to adverse weather conditions;
  • Withstand heights of approximately 35-45 feet high on a hydraulic lift and on a 15-foot high ladder;
  • Multi-task and function in an extremely organized manner;
  • Operate standard office equipment, including computer using standard word processing, data inquiry, and Recreation Management software;
  • Type accurately at a speed that allows work to be completed timely;
  • Safely operate a City vehicle;
  • Establish and maintain effective working relationships with co-workers, volunteers, vendors, suppliers, and the general public;
  • Work well with others and participate fully in a team-oriented environment;
  • Interface with other employees and customers in a courteous and respectful manner;
  • Project positive support of their department and all City organizations always; and
  • Maintain and enhance the Civic Center’s commitment to customer service excellence.

Work Environment

  • Work is performed both indoors and outdoors with some risk of physical injury and exposure to hazardous chemicals;
  • Numerous tasks will include heavy customer contact;
  • Must be able to sit and stand (possibly for prolonged periods), walk, bend, turn, twist, kneel, squat, and reach; lift and carry, push or pull up to 50 pounds; ability to see well enough to read computer monitors and documents; ability to hear well enough to receive information in person and over the telephone; ability to speak well enough to be understood when transmitting information in person and over the telephone; hand and finger dexterity sufficient to utilize various hand tools and light equipment, grasp documents, and operate office and other required equipment;
  • Ability to work outdoors with exposure to extreme temperatures, inclement weather, odors, and noise;
  • Required to wear personal protective equipment (PPE) appropriate for job assignments including protective footwear, clearly marked by manufacturer, with a minimum standard of M/F I/75/C/75 per ASTM F2413-11;
  • Ability to work odd and irregular hours including mornings, evenings, nights, weekends, holidays and split shifts any day of the week. May work overtime hours.
