- Responsible for proper traffic control compliance using the Manual of Uniform Traffic Control Devices (M.U.T.C.D.) standards that ensures employee safety with equal considerations for public safety and convenience;
- Performs duties safely by following industry safety standards for shoring, trenching, confined spaces, lock out tag out, and PPE including hearing and eye protection, etc.;
- Safely repairs water and sewer leaks, including digging holes and trenches, using backhoe and other equipment, and placing necessary shoring;
- Responsible for water and sewer taps and sets meters for new customers;
- Safely installs and oversees the installation and replacement of water and sewer mains, service lines, valves, curb stops, meters, and hydrants;
- Performs preventive and corrective maintenance on water and sewer lines, including unclogging lines, exercising and/or replacing valves, repairing pumps, entering confined spaces with proper PPE, and testing for low water pressure;
- Calls in requests for line locates needed to perform work and respond to requests for line locates from other entities;
- Safely performs construction site dress-ups by pouring filling material and tamping over affected area;
- Assists the Streets Division in repairing roads and sidewalks, including performing and supervising concrete work after completion of leak maintenance or tap installation;
- Reads and maintains various flow meters, water interconnects, meters/gauges, and other electrical meters;
- Safely performs routine maintenance checks on equipment prior to operation;
- Cleans equipment after use;
- Ensures truck has adequate supplies, safely hauls materials to work sites and maintains assigned truck in proper working condition;
- Ensures work areas are organized and clean;
- Completes and turns in required work orders;
- With use of proper tools and equipment, excavates and removes, hauls, and disposes of asphalt, road base, sidewalks, curbs, driveways, alley aprons, and collars to complete assigned projects;
- Safely excavates, backfills, and tamps holes and trenches to grade using hand and power tools, and heavy equipment;
- Correctly and safely loads and unloads, ties down, and transports various types of equipment and supplies to and from work sites;
- Uses and operates various construction and maintenance equipment and tools such as trucks, light and heavy equipment, cutting and breaking equipment, jack hammer, tamper, and a full range of hand and power tools;
- Performs general equipment maintenance by routinely checking oil, water, fuel, tires, hydraulic system, etc. on vehicles and equipment and make appropriate adjustments to ensure vehicles are in proper and safe operating condition;
- Performs complex work with proper construction, renovation, modification, and installation of water distribution and collection systems in accordance with the Federal Safe Drinking Water Act (PL93-523), New Mexico Environment Department Water Quality Bureau and City of Alamogordo Standards;
- Obtains required bacterial tests (Bac-T) on newly installed lines to assure compliance with regulatory standards;
- Safely raises and lowers manhole covers and meter boxes up to grade and shoots grades on sewer main and service lines to determine proper fall;
- Performs complex work in the construction, renovation, modification, and installation of the City’s concrete structures, sidewalks, curb and gutter, aprons, collars, manholes, etc.;
- Performs complex construction and maintenance by building, setting, and aligning concrete forms;
- Applies fine concrete finishing methods including floating, troweling, edging, and brushing in accordance with specifications;
- Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
- Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
- Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
OTHER IMPORTANT DUTIES
- Provides on-the-job training to less experienced personnel as assigned;
- May be called upon to provide functional oversight at worksites;
- Non-traditional work hours may be necessary during evenings, weekends, holidays, and for emergency calls and/or stand-by;
- Maintains the confidentiality of information obtained during performance of duties; and
- Performs such other duties as may be assigned.

- Proper maintenance and repair of water distribution and collection systems in accordance with the Federal Safe Drinking Water Act (PL93-523 and New Mexico Environment Department Water Quality Bureau;
- Safe operation of vehicles and equipment;
- Methods, materials, and techniques used in the construction, repair, and maintenance of water and wastewater utility line systems;
- Methods, materials, and techniques used in the construction, repair, and maintenance of concrete related projects;
- Safety practices used when working around electrical, gas, water, and sewer systems;
- Job related O.S.H.A requirements;
- D.O.T. Regulations for Right of Ways;
- Federal Safe Drinking Water Act (PL93-523);
- New Mexico Environment Department Water Quality Bureau;
- New Mexico Motor Vehicle Code; and
- City of Alamogordo Ordinances, City-wide and Departmental Policies and Procedures and, and any other applicable laws regulated by an outside authority.
Skill/Ability to:
- Supervise and locate, repair and maintain water and sewer lines and associated valves and pumps;
- Operate backhoe, dump truck, pump truck, hydro jet, and various handheld tools, applying safety standards to prevent hazards;
- Establish and maintain effective working relationships with co-workers;
- Understand and follow drawings or blueprints and written and verbal instructions;
- Make mathematical computations;
- Establish, maintain, and foster positive and harmonious working relationships with co-workers, supervisors, other City personnel and the public;
- Perform effectively in stressful situations;
- Maintain necessary departmental required certifications and licenses;
- Safely operate various light and heavy equipment used in the daily activities of the Utility Maintenance Division; and
- Tolerate outside working conditions, including exposure to adverse weather conditions.
