DESCRIPTION:

Under general supervision, performs daily work assignments for the Code Enforcement Division of the Public Works Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS:

Required:

  • High school diploma or GED equivalent;
  • Two (2) years’ experience with code or law enforcement and inspection;
  • Valid New Mexico Driver’s License with a driving record acceptable to the City of Alamogordo (valid out-of-state license may be considered);
  • Or any equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities.

Desired:

  • Code Enforcement Officer certification (CCEO) issued by a preferred provider such as the American Association of Code Enforcement (AACE) recognized by the International Code Council (ICC).
ESSENTIAL DUTIES:
  • Enforces City of Alamogordo ordinances and codes necessary for the health and good order of the community; performs a variety of routine and complex work in the interpretation and enforcement of same;
  • Patrols and inspects an assigned area to monitor for violations of City ordinances and zoning and building codes; zoning and building code violations may include but are not limited to signage, fencing, set-backs, construction, land use, zoning, grading, and filling;
  • Responds to reports or complaints of potential code violations; 
  • Conducts field investigations of potential violations by gathering evidence, interviewing complainants, witnesses, and suspects; determines facts and applicable code requirements; issues warnings, correction notices, and/or citations based on investigation findings;
  • May suspend work-in-progress for violations of zoning and building codes with the approval of the Code Enforcement Supervisor or designee;
  • Meets with owners and/or tenants to review and explain code requirements and violations or potential violations; secures code compliance;
  • Drafts and distributes a variety of correspondence, memoranda, notices, flyers, brochures, media releases, and reports relating to code enforcement issues and actions;
  • Responds to requests from various sources for information or assistance in code enforcement and zoning and building related matters under the division’s responsibility;
  • Maintains a variety of logs and records related to inspection and enforcement activities; prepares recommendations for amendments and additions to codes or regulations which relate to the position;
  • Coordinates with other departmental and agency personnel to assist in determining violations such as the police department, the City’s legal staff, and the Construction Industries Division of the New Mexico Regulation and Licensing Department, as needed;
  • Reviews business registration and license applications to ensure compliance of land use regulations;
  • Prepares detailed reports of activities and investigations conducted; consults with legal staff and prepares case reports for court action; 
  • Assists in obtaining, enhancing, preparing, or presenting exhibits or other evidence in court as required;
  • Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution; testifies in court;
  • Ensures that office workspace, vehicle, and equipment are clean, safe, and in good working order; promptly reports the need for supplies and/or vehicle and equipment maintenance to supervisor;
  • May provide on-the-job training to less experienced employees, as assigned;
  • Safely operates a City vehicle;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Must maintain required license(s);
  • Maintains the confidentiality of information obtained during performance of duties; and
  • Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:  

  • Effective customer service techniques;
  • Zoning, building, and code enforcement principles, practices and methods as applicable to a municipal setting; 
  • Applicable laws, standards and regulations relating to code enforcement, land use, building codes, and permitting processes; 
  • Effective inspection techniques;
  • City of Alamogordo geography; 
  • Department policies and procedures; and
  • MS Office software such as Word, Excel, and Outlook.

Skill/Ability to

  • Demonstrate proficiency in both oral and written communication; understand and follow instructions;

  • Learn and become proficient in the use of iWorqs and the handling of International Property Maintenance Code (IPMC) cases;
  • Type accurately and enter data at a speed that allows work to be completed timely;
  • Prepare, organize, and maintain inspection field data, reports, and systems;
  • Prepare and maintain complete and accurate records; prepare reports legibly, neatly, and accurately;
  • Analyze complex situations, problems and data; use sound judgment in drawing conclusions and making decisions;
  • Comprehend and articulate complex facts and relationships in detail and summary;
  • Identify and gather evidence on code violations; testify in court in an objective, concise, and professional manner; produce or obtain reports, graphs, charts, photographs, evidence, or exhibits;
  • Read and understand blueprints; 
  • Efficiently complete assigned tasks with little oversight;
  • Work independently or in a team environment depending on the situation;
  • Establish and maintain effective working relationships with co-workers, supervisors, and other City personnel, outside agencies, and the public; and
  • Provide excellent customer service to ensure high operational and service standards are met and maintained for the citizens of Alamogordo.
WORK ENVIRONMENT:
  • Work is typically performed in the outdoors and subject to inclement weather conditions; some tasks are performed indoors in an office setting;
  • The noise level is moderate to loud in the field and quiet in the office;
  • Daily physical labor includes walking, sitting, standing, kneeling, bending, reaching, climbing, balancing, stooping, crouching, and or crawling;
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus;
  • Terrain may be uneven or undeveloped;
  • Occasionally lift and/or move up to fifty (50) pounds independently; team-lifting techniques shall be used for objects greater than fifty (50) pounds;
  • May be exposed to ill-tempered or aggressive domestic pets and/or loose animals;
  • May be exposed to hazardous chemicals, contaminants, and pathogens; and
  • Required to wear personal protective equipment (PPE) appropriate for job assignments including protective footwear, marked by the manufacturer, with a minimum standard of M/F I/75/C75, 6" ankle height work boots, per ASTM F2413-11.
