DESCRIPTION:

Under general supervision, performs daily work assignments for the Street Maintenance and Weed/Drainage Maintenance Divisions of the Public Works Department, in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

RECRUITMENT QUALIFICATIONS:

Required:

  • High School Diploma or GED equivalent; 
  • Three (3) years of progressively responsible experience with the construction, repair and/or maintenance of concrete structures and roadways (including signage and striping);
  • Two (2) years of progressively responsible experience in weed and drainage maintenance, trimming brush, mowing rights-of-way, removing debris and spraying pesticides and herbicides;
  • Three (3) years of experience supervising multiple employees;
  • Valid Traffic Control Supervisor (TCS) certification;
  • Valid New Mexico Class A Commercial Driver’s License with a minimum endorsement of (N) and a driving record acceptable to the City of Alamogordo;
  • Or any equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities.

Desired: 

  • Valid pesticide license for public applicators issued by the New Mexico Department of Agriculture (NMDA).
  • Valid Pavement Marking Technician (PMT) certification or valid Signs & Pavement Marking Technician Level I certification.
ESSENTIAL DUTIES:
  • Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
  • Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees; 
  • Initiates and administers corrective action, as necessary, according to the Employee Manual;
  • Mentors employees to full potential and ensures appropriate training is given to meet the standards of the position held;
  • Trains, educates, and facilitates staff in the use of proper methods, procedures and skills;
  • Develops staff skills and safety training plans;
  • Develops and implements training plans for equipment operation;
  • Engages with staff to discuss and resolve priorities, workload, resource allocation, equipment, and technical issues;
  • Ensures self and employees attend training necessary to meet City required safety training hours, State and Federal regulations, and continued education requirements to maintain certifications and licenses required of positions;   
  • Maintains current knowledge of safety related regulations and keeps abreast of new technology and methods related to the work of the divisions under the position;
  • Conducts and/or ensures that monthly safety meetings occur and maintains a record of the meeting subjects and those in attendance as outlined in the City of Alamogordo Safety Manual; 
  • Makes necessary computer entries with regard to the work of all divisions under the position; ensures that work orders are properly filled out and electronically processed through completion; provides status reports to the Department Director as instructed;
  • With proper licensing, uses various powered and non-powered equipment necessary to perform duties and to ensure completion of daily activities of the divisions under the position;
  • Responsible for the coordination, direction, and support of department activities including planning and monitoring annual budget, writing and maintaining standard operating procedures, maintaining Safety Data Sheets, and compliance with the Manual of Uniform Traffic Control Devices M.U.T.C.D. standards; 
  • Ensures the availability and acquisition of adequate and properly working tools, materials and equipment;
  • Ensures division vehicles, tools, and equipment are properly maintained; meets any scheduled maintenance requirements and any required inspections; 
  • Inspects work in progress for compliance with policies, procedures, safety guidelines, schedules, and required specifications; 
  • Ultimately responsible for proper traffic control compliance under the M.U.T.C.D. standards that ensures employee safety with equal considerations for public safety and convenience;
  • Coordinates with other City departments and outside agencies;
  • Manages consultant and contractor agreements, following City procurement regulations;
  • Oversees, supervises, and/or performs complex work in the construction, renovation, modification, installation, and maintenance of the City’s concrete structures, sidewalks, curb and gutter, aprons, collars, in accordance with specifications; 
  • Oversees, supervises, and/or performs complex work in the construction, renovation, modification, and installation of the City’s asphalt projects in accordance with specifications;
  • Oversees, supervises, and/or performs complex work related to street and drainage maintenance, including street cutting, patching, repairing potholes, sweeping and signage; cleaning alleys and ditches, trimming brush, mowing rights-of-way, weed and brush control;
  • Plans, prioritizes, and inspects operations and maintenance work;
  • Evaluates installation methods, ADA and other regulation compliance, and general quality of work;
  • Ensures and monitors that jobsites and program activities are in compliance with all laws, regulations, policies, and safety standards;
  • Evaluates efficiency and effectiveness of operational methods and procedures;
  • Performs special projects and manages resource allocation;
  • Prioritizes projects and inspects job sites to ensure quality work and effective use of resources;
  • Ensures that specifications in drawings or blueprints for the construction, renovation, modification, and construction of asphalt pavement (intersection to intersection, curb to curb) are completed to specifications; 
  • Safely operates City vehicles;
  • May be asked to support other departments with personnel, equipment, or training as part of the City "team" effort; 
  • Commits self to providing excellent customer service to ensure high operational and service standards are met and maintained for the customer, and resolves customer complaints;
  • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
  • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Duties may be performed outside of normal working hours including evenings, weekends, and holidays;
  • Occasional travel may be required;
  • Must maintain required license(s) and/or certification(s);
  • Maintains the confidentiality of information obtained during performance of duties; and
  • Performs such other duties as may be assigned.

  • Methods, materials, and techniques used in the placement, installation, removal and/or repair of street signs and striping; 
  • Methods, materials, and techniques used in the repair and maintenance of drainage systems, weed and brush control, and the application of pesticides;
  • Compliance requirements under the New Mexico Construction Industries Division and PSI;
  • Safe operation of equipment used under the provisions of the New Mexico Motor Vehicle Code relating to the operation of heavy and light equipment;
  • Safety practices used when working around utility lines;
  • M.U.T.C.D standards;
  • Job related O.S.H.A requirements;
  • D.O.T. Regulations for Rights of Way; and
  • City of Alamogordo Ordinances, City-wide and Departmental Policies and Procedures, and any other applicable laws regulated by an outside authority.

WORK ENVIRONMENT:
  • Work is typically performed both indoors and outdoors and may be subject to inclement weather conditions;
  • The noise level indoors is typically quiet; moderate to loud outdoors;
  • Daily physical labor that includes extended periods of sitting, standing, walking, kneeling, bending, reaching, climbing ladders, lifting, swinging heavy hammers;
  • May be subject to repetitive motion such as painting, digging, typing, driving;
  • Lift and/or move items weighing up to fifty (50) pounds; the lifting of any object greater than fifty (50) pounds by a single individual is prohibited. Lifting objects, materials, or equipment weighing more than fifty (50) pounds require the buddy system or the use of devices designed to assist with lifting or moving. Proper lifting techniques shall be used when lifting items of any weight;
  • May be exposed to hazardous traffic conditions as well as hazardous chemicals, contaminants, pathogens, and toxins;
  • May be exposed to pollutants or allergens which can adversely affect the skin and/or the respiratory system such as gases, smoke, odors, mists, fumes, dust, chemicals, pollen, oils, or solvents;
  • Will work near gas lines, meters, and other utilities including electric;
  • Work will be performed near moving mechanical parts; and possibly in high or precarious places;
  • Terrain may be uneven or undeveloped; and
  • Required to wear hard hat and safety vest while working outside the service truck and any other personal protective equipment (PPE) appropriate for job assignments including protective footwear marked by the manufacturer, with a minimum standard of M/F I/75/C75, 6" ankle height work boots, per ASTM F2413-11.
