DESCRIPTION:
Under general supervision, performs daily work assignments for the Purchasing Division in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
RECRUITMENT QUALIFICATIONS:
Required:
  • High School Diploma or GED equivalent;
  • One (1) year of experience in purchasing, basic inventory management, warehouse validation practices, and/or warehouse operations;
  • Computer experience including word processing and spreadsheet software;
  • Forklift certification within 60 days of employment; and
  • Valid New Mexico Driver’s License, or the ability to obtain within 60 days, with a driving record acceptable to the City of Alamogordo (valid out-of-state license may be considered);
  • Or any equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities.
Desired: 
  • Current forklift certification.
ESSENTIAL DUTIES:
  • Responsible for assisting in the daily operation of the City’s Central Receiving Warehouse;
  • Submits requisitions for purchase orders accurately and with all appropriate documentation;
  • Monitors balances for sufficient funds when processing requisitions and issuing items from inventory;
  • Maintains spending controls on inventory stock levels, through justification provided, for min/max stock levels;
  • Works closely with customers to develop minimum acceptable specifications for every item carried in warehouse which may include conducting product research and comparisons;
  • Stays current with updates to specifications from customers and manufacturers; works with customers to phase out old products and locate alternate products when necessary;
  • Maintains methods for control and accuracy of inventory;
  • Performs data entry of all items issued from and returned to the inventory on a daily basis;
  • Maintains inventory levels by initiating purchase orders to replenish stock;
  • Maintains records of receipts for payment purposes;
  • Inspects merchandise received to be sure it meets minimum specifications;
  • Resolves any disputes with differences in product specifications;
  • Assists with the fiscal yearend inventory count and audit;
  • Maintains copies of all paperwork for shipments out of, and all merchandise received by, the warehouse;
  • Coordinates with other departments for the pickup or distribution of merchandise not part of inventory;
  • Maintains shipping forms and packaging supplies for outgoing shipments via USPS, UPS, FedEx;
  • Schedules the pickup of inventory items from local vendors;
  • Prepares documentation of surplus property to be disposed of through auction;
  • Assists with maintenance of safety inspection log;
  • Maintains all fire protection equipment and inspection records;
  • Attends training necessary to meet City required safety training hours, state, and federal regulations;  
  • Maintains current knowledge of safety-related regulations and new technology and methods; participates in safety meetings;
  • Assists in maintaining the physical condition of the warehouse and equipment by promptly reporting any concerns and/or discrepancies to the Inventory Administrator;
  • Assists the Inventory Administrator by answering questions and responding to inquiries from the public, outside agencies, and City personnel, as assigned;
  • Maintains Safety Data Sheets (SDS) with most current revision, product history sheet, and a distribution list of customers;
  • Performs general housekeeping of workplace;
  • Performs routine maintenance checks on equipment prior to its operation including checking oil and various fluid levels, lubrication, and air pressure in the tires;
  • Safely operates a motor vehicle;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.
OTHER IMPORTANT DUTIES
  • Performs on-call duties two (2) times per month, or as necessary;
  • Must obtain and maintain required license(s) and/or certification(s);
  • Maintains the confidentiality of information obtained during performance of duties; and
  • Performs such other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:  
  • Effective customer service techniques;
  • Applicable purchasing laws, ordinances, and procedures;
  • Inventory management;
  • Procedures to safely handle, store, and dispose of combustible or hazardous chemicals, cleaning products, liquids, and aerosol cans; and
  • Base station radio use and procedures according to FCC regulations.
 Skill/Ability to
  • Communicate clearly and concisely, both orally and in writing; follow and give instructions to complete daily tasks;
  • Demonstrate a positive and professional mindset when communicating with others who may be of varied backgrounds and personalities;
  • Establish and maintain effective working relationships with co-workers, supervisors, and other City personnel, outside agencies, and the public;
  • Operate standard office equipment, including personal computer using standard inventory, purchasing, spreadsheet, and word processing software;
  • Safely operate standard material handling equipment used in a warehousing facility such as delivery van or truck, forklifts, pallet jacks, 2/4 wheel dollies, ladders, powered and non-powered hand tools;
  • Negotiate with vendors and other agencies to obtain the best price and/or contract for the City; 
  • Become knowledgeable about warehouse products, from office/cleaning supplies to plumbing, infrastructure, and construction materials;
  • Manage simultaneous tasks and projects, and meet multiple deadlines; maintain professionalism under pressure; 
  • Learn the City of Alamogordo’s Purchase Order system; and
  • Learn and follow City of Alamogordo Ordinances, City-wide and Departmental Policies and Procedures and any applicable laws regulated by an outside authority.
WORK ENVIRONMENT:
  • Work is typically performed indoors; tasks occurring outdoors may be subject to inclement weather conditions;
  • The noise level in the work environment is usually quiet; when receiving materials and supplies or distributing items to customers, noise may increase to a moderate level;
  • While performing the duties of this job, the employee is regularly required to use hands to handle or feel objects, tools or controls, and reach with hands and arms; 
  • Frequently required to stand, talk, hear, walk, sit, climb or balance, stoop, kneel, and crouch or crawl; 
  • Regularly lift and/or move up to fifty (50) pounds with or without assistance; occasionally lift and/or move up to one hundred (100) pounds with assistance;
  • May be exposed to hazardous chemicals, contaminants and pathogens;
  • Required to wear personal protective equipment (PPE) appropriate for job assignments including protective footwear, marked by the manufacturer, with a minimum standard of M/F I/75/C75 per ASTM F2413-11.
